How do I get Hotmail onto Microsoft Outlook?

That’s correct. They stopped doing that a while back.

It is not Outlook’s doing. Almost all of the free e mail accounts no longer are designed for retrieval by Outlook or any other e mail client.
The free accounts actually earn their living via advertiser revenues. As the number of subscribers goes up so do the ad rates and therefore revenue to the e mail account company. The ads are seen when you use a web browser to check e mail. If Outlook or similar clients able to download the e mail the ad would not be seen and advertisers would be reluctant to pay for a large subscriber base when the subscribers can use something like Outlook to get their e mail and avoid the ads.
I am sure you have heard there is no free lunch. There is not. Your inability to use Outlook or any other mail client is the fee you pay for the free e mail.
I will assume you do not have an Exchange e mail server as this is not commonly used in personal e mail. In general, when an e mail service permits use of Outlook or similar clients, you need to know the following:
POP or IMAP e mail server
SMTP e mail server
Exact e mail address and its password
Need for authentication of the outgoing (SMTP) server (yes or no)
Use of SSL encryption (yes or no)
Port numbers for the servers (many services use non-standard ports).
Once you have the above information (which your e mail provider will supply), you open Outlook, go to Tools, E mail accounts and create a new e mail account (even the first e mail account is a new account). From there you follow the prompts and check each tab to fill the proper information from the list of things above.
